Is that possible? If I give a W1 order to a ship at it's current location, does the game engine see that as W0 since it's already there, or use it as a W1 event?

Well, there is nothing better than testing it.
My guess: A WP1-order is seen and handled like a WP1-order and most likely like an order that can't be done because the target hasn't been reached yet. I am assuming you are trying to get a WP1-order processed without leaving the location with the help of warp-0?

I have another question, too. I noticed that one of my DD fleets did not attack someone who was marked as neutral, with battle orders set to attack enemies only. Another DD fleet did with same battle orders. The first fleet was alone, the second fleet joined battle with my ally's DDs, and my own DD made the kill. I've since removed that neutral status, but what gives?
Your ally's settings caused your ally to attack the race you had set as neutral, and your ships then assisted your ally.
I would guess that either your ally had that race set to enemy, or your ally's battle orders were to also attack neutrals.
