oh - yes...
not exactly the answer i was searching for, so i did some
tests myself...
i designed nubians with full slots of either ultras or titan-a.
4 designs:
5 ultras, 7 titan
6 ultras, 6 titan
7 ultras, 5 titan
8 ultras, 4 titan
i also took my chaff design and tried to overcloak as many
of them as possible (chaff i took frig with mizer, 1 shadow
shield and x-ray .... yes - i like shielded chaff
results:
5u7t overcloaks 470 chaff
6u6t overcloaks 510 chaff
7u5t overcloaks 540 chaff
8u4t overcloaks 530 chaff
seems like the best overcloaker is the 7 ultras 5 titan nubian.
but it is not as easy as it seems...
ultras cost more than armor, so the 7u5t is (depending on tech)
more expensive than the 6u6t... and so when building lots of
overcloakers the 6u6t might become better?
so spending 20K resources i built
50 5u7t, cloaking 23.500 chaff
47 6u6t, cloaking 23.900 chaff
44 7u5t, cloaking 23.700 chaff
42 8u4t, cloaking 22.000 chaff
so when looking at resources, the 6u6t is more efficient...
we also know thar minerals are quite important at that stage
of the game, so i would like to mention that the
6u6t costs 8% less minerals than the 7u5t, making the
6u6t even better...
this is still not the end of the discussion, as gateability
might be important, but i think all of these nubians are
ungateable... also it depends on the max tech, so if const is
maxed out, but electronics still at 12, 5u7t might be better?
and is the number of overcloaked chaff a smart metric anyway???
and what if i am not SS???
ok... but in the end i think we can see, that all the numbers
are quite close... so... i think all of them will do

Hello,
This was analyzed and resolved in a mathematical way some time ago on RGCS, by Olaf Meyer on 27 aug 1998. You can find the discussion on Google for example, but for commodity, I will put hereafter the main conclusions:
Fist, since what you want to achieve is maximum overcloaking, you want to get as many "overcloaking points" as possible for the least investment. This last term depends of your situation.
The calculations are based on a normal CA race but are easily transposable to others PRT's (you can also use different items for the weight, since some SD mine layers are the heaviest things in the game for example). The items used are Tritanium armor and super-cloak:
- 21:15 is the best super stealth cloak/tritanium ratio if you want to optimize the cloaking units per ship.
- 27:9 is the best ratio if you want to optimize the excess cloaking units per ship
- 24:12 is the best ratio if you want to optimize the excess CUs/minerals or excess CUs/resources
So if you don't care about ressources/minerals, you should use the 27:9 combo on your Nubians.
For specifically SS design, since there is a bonus and a special cloaking item, I also found a design proposed by James McGuigan on the same newsgroup, that he got through calculation (the equations seem easier to understand and manipulate in this thread) on nov. 30th, 2000. In summary: 21 ultracloaks and 15 tritanium armors.
I haven't tested this last one but since the ultra cloak is about 2 times as powerful as a supercloack it looks about convincing. Looks like Galleons are commonly used (available sooner and good enough) for overcloakers for SS race. For more details, you can look at the NG, it's full of threads on the subject.
