I have noticed many posts on this forum concerning battle orders. most of them apply to finite situations. what are good overall battle orders that will engage all types of units & sbs
recently have had many battles and very erratic results like having fleet in orbit and planet getting pop dropped anyway

Default orders are best in most cases.

Fleets don't prevent popdrops, only starbases do. If the enemy freighters are too fast for your warships to kill, there's not a heck of a lot that can be done to stop them except to use different warships. If instead the enemy is screening the freighters' escape with escorts, set your battle orders to target bombers/freighters first and any second. You'll probably take a lot of losses but have a better chance of blowing up his troops in orbit.
