Recently I've seen this in the Stars!-message box:

It took me quite a while until I suddenly thought: "Eh, wait... how many colonists lived in that starter colony?
Is it a bug?

mlaub | The report shows the base name (which you now know). So, create a Death Star, and call it a "Starter Colony". Every Death Star out there will show up as a "Starter Colony" now.

Good guess.
In this case, though, it was really a starter colony... my pilots got visual confirmation.

Of course, that's the answere.
I had completly forgotten that ARs can overpop their orbitals like other PRTs can overpop their planets.
