Movement in battle can't drop below 1/4.

And what about against WM ships? Can it drop them to 1/2 too or will they always get boosted back to 1?

Test it...
It's been a while since I tested it, but I'm pretty sure that the WM bonus is applied first, so the minimum speed is .5

I'm not sure where the weight factor comes in, but I think it's either at the same times as the WM bonus, or after it. In other words a heavily loaded WM ship will have speed of .5

That's how it's done in FreeStars at least, and I'm pretty sure it was tested before being coded.

As far as I can remember this is correct. First +0,5 for WM, after that comes the ED reduction.

Without testing: first +0.5 for WM, next -1 for ED. Means 1.5 is correct.

WM ship with 2 moves:
2 +0.5 = 2.5
2.5 -1 = 1.5

WM ship with 2.5 moves:
2 +0.5 = 2.5 (can't get higher than 2.5)
2.5 -1 = 1.5

I ran a few speedy tests. It seems to me that combat speed is determined in the order:
1) ship design ½-2½
2) potentially reduced by cargo weight but not bellow ½
3) potentially increased by maneuvering jet/ overthruster/ WM PRT but not above 2½
4) Potentially reduced by energy dampener but not bellow ½

So a hull design that just meets 2½, fielded by a WM can maintain this speed after taking on cargo that would otherwise reduce speed to 2. A non-WM could add two overthruster (seemingly superfluous in the ship & starbase designer) and maintain speed with cargo which would otherwise reduce it by 1. But neither WM PRT or added overthruster will allow a ship in combat where an energy dampener is present, to exceed 1½.
