IMO, no. Ditto ISB trumps IT gate scanning and somewhat split fleet dodge for the same two reasons: 1) using them is natural and has nothing to do with being bugs and 2) they can't be reasonably policed.

In a perfect world, I don't see why not. But as Gible (and others) have pointed out, it's unlikely it will. Not only because it's hard to police, being a natural consequence of many legitimate fleet merges, but because it isn't a huge game imbalancer, as the damage it saves is minimal, ships can vanish anyway, and everybody but poor HEs can do it.
